i was wondering how do i make it so a user has restricted user rights on the network but administrative rights on there own machine
 
I'm not sure if your talking about a special situation or something you want to deploy on a mass basis but if it's only for a few users...
To have admin rights on a specific machine a user or a group that a user belongs to must be in the Administrators group *on the local machine*. So the simple answer to your question is go to the computer in question (i'm assuming a 2000 or XP client) and in Computer Mangagement...Local Users and Groups and add the user to the Administrators group.
