What is the command I need to run to load up the screen which allows me to make people administrator etc on win nt4?

I think this is what you're after.
Click on the Start button, programs then Admin Tools. Under Admin Tools you should find UserManager. You can add users to the Admin group from here.
If it's not there, look under winnt\system32\musrmgr.exe
This does the same thing
