user long distance call barring.

i am trying to set up some users to bar long distance calling but to allow calls to certain toll free prefixes, such as 800, 866 etc... I am thinking a user short code to an ARS table but i am not sure that this is the best way, or how i can allow certain numbers but bar the others

ARS is the best way because you can add people with a simple shortcode.
User shortcode
9N;
dial
N
ARS number

in the ARS you need all the toll free numbers as a shortcode
1888xxxxxxx up to 1855xxxxxxxx
dial
1888N up to 1855N
line group ID of your trunk
(all this assumes that you are in North america and have a fixed length of digits, otherwise use N; instead of the x's)
then do an ARS entry
N; (better xxxxxxxxxx the 10 x's will make it faster to dial because the system will not expect more digits and dial, if you have 7 digit dialing use 7 digits)
dial
N
line group ID

and the most important shortcode is
1N
barred (or busy in older versions)
rest doesn't matter any more on that shortcode.
