User-level security in Access2000 or 2002

I am trying to develop applications where the front-ends are stored on the clients' computers while the data tables (in Access 2000) are stored on a network server. How do I link these front ends (or the backend) to a workgroup information file which cannot be bypassed or overwritten?

I have only been piloting this on my local computer. When I access the databases through the network, I am not asked for a password. I am be explicit on the computer where the front end is which workgroup information file I'd like to use (which will then prompt for a password), but I can't prevent the client from being able to change this file.
