user is unable to log-in/change password in windows 2003 child domain

we have implemeted parent-child domain archtecture in windows 2003 environment, using active directory integrated DNS, users are unable to log-in in particular child domain, error is child domain is not available, but the nslookup is working fine without any issues,

firstly i predicted problem with dns, and check the dns ,whether the server is unable to resolve the hosts, but i am able to log-in with admin privelages, any suggestions will be highly appreciated
 
Try making a DC in the child domain a global catalog...

and check see if the PDC role is up and available
