User Control Restriction?

Does anyone out there know what the "User Control Restriction" or "Group Control Restriction" is? If you do know, could you give me a hint on how to use it? I would love some documentation on those functions, but I can't seem to find it anywhere. Thanks for the help.
 
Security Handbook (555-025-600) page 3-18. Basically allows attd or defined user to restrict a terminal or group of terminals either outward, total, station-station or terminating. Example, use it to restrict patient telephones in a hospital from receiving incoming calls between the hours of 10pm and 6am.
 
Not quite sure, don't have the documentation at home, but they may have to have client room COS.
 
In a lodging environment we use "User Cntrl Restrict" this to restrict unoccupied rooms to internal calling only to prevent toll fraud by employees. The restriction is controled by a "feature access code" from any console station. The only way I know to use it is through "bridged appearances" or from "console stations". Information on this is in the "Administration Manuals". Let me know if I can help further.
