User cannot access Public Folder in Outlook 2000 even with permissions

We are using windows 2000 pro workstations with Exchange server 2000. One user cannot access two public folders even though I have given her editor permission. When she clicks on the folder name she gets a screen that says "Unable to access public folder".
Do I need to wipe out her mail box and recreate it or is there some other way to resolve this?
 
I wound up exporting this user's mailbox and some settings, then wiping out the mailbox and user account. After creating a new user account with the same name and setting up outlook I reimported the user's mailbox contents and found that she had access to the public folders. Since then another user has reported not being able to access the same public folder despite being given permissions to do so. Can anyone offer a solution? It seems that the best idea right now would be to backup the public folder's contents and wipe it out, then create a new one. Any suggestions??
