We have an IT department that users call regularly. When a user calls, the call appears on the second appearance button and the caller feels that the called party is intentionally ignoring the call because the phone rings normally not knowing that he is on other call. I would like to know if there is a way to notify a caller that the called party is on another call.
 
Remove the CA's until you have only two left.
Go to the tab telephony -> supervisor and set the option "reserve last CA"
When you are on a call then the user is busy.
When the user is in a group than configure a queue with announcements.

BAZINGA!

Alternatively setup announcements on the user and set them to 5 seconds to play a message saying the user is on a call.

Thanks for your inputs . @Pepp77 how can i record this user announcement?. Will this announcement be user voicemail greeting ?. and how do i set the timer .No answer time ?.
 
It works the same as group announcements. Go to the USer tab and then the announcement tab. If on embedded you can only have the default avaya message. If on voicemail pro you can set a queued message against the user which will play when the announcement timer is reached (I would set it at 5 seconds). Within VM Pro you can have this announcement message being anything you like, even a breakout to the mailbox. If the caller stays on the line after the announcement then the normal voicemail timer would still apply to send the caller to voicemail.

multiple appearance keys are usualy more trouble than they are worth

alternativly if you have more than one person in the IT dept you probably need to get users calling a group instead.
