User Admin Rights on Terminal Server?

I have an application that only works when the user has full administrative rights to the server/workstation. How do I give my terminal server users full local permissions to my terminal server without making them a domain admin or administrator?

I have Windows 2003 Standard Server with SP2.

First you can try posting in the correct forum.

Have you tried putting users into the local "poweruser" group?
 
Yes I posted this in the wrong forum by mistake. Sorry

On the Terminal Server I don't see where I can add the users to the Power User Group. Where would I find this?
