USB drives will not eject

I have a number of computers that are in a domain. When the users try to eject their usb thumbrives or any other device, they get the message that the device cannot be unmounted because it is in use. Any ideas on how to stop this?
 
wait till they aren't in use any more?

usually if you close explorer or any application which might be doing i/o then give it a few secs to realise it, then there shouldn't be a problem

I could be looking at the contents in an explorer window. I am not running anything with the contents of the drive. I should be able to go to "File-Eject" and be able to eject the drive. I can do this as an administrator but not as a domain user.

I suspect that this group policy related.
