USB Devices Not Being Found

I have a user who's PC was recently rebuilt (PC is a newer Dell - same with all PCs). Prior to the rebuild they had connected a digital camera and a card reader (for CF cards) to the PC without trouble. Since the rebuild only the digital camera's connection (via usb) will work. Also the user has a USB thumb drive which will not work on the PC (but does work just by plugging it in on other PCs).

Currently we are tyring to use the built in drivers (XP SP2) for USB. Prior to the rebuild no special drivers were needed (and the digital camera still has no special software in use).

What is causing the card reader and USB thumb drive to not be recognized by the PC?? I use a thumb drive myself and have seen this also on a few of the PCs here at work...
 
. This may be a case where the drive letter was disabled (many people have made this mistake with TweakUI). Run TweakUI again and enable the drive letters;

. or, it is being over-mapped by a network drive. Use Disk Management and move some of the lower drive letter devices such as the CD Rom drives to non-conflicting high drive letters. This creates alphabetic "space" that the USB drive can then claim as a socket.
