USB device required to boot laptop

I have Dell Latitude D800 Laptop with WinXP PRO SP2.

I cannot start up the laptop unless I plug in an external USB device like a mouse, jumpdrive etc.

I contacted Dell support, got my motherboard replaced, keyboard replaced. But still the problem is there.

My laptop requires a USB device plugged in for the laptop to turn on.

Any solutions welcomed.

Have you tried any possible Bios update that might be available, or even just setting your Bios to its safe default settings? Check your Boot Order options in the Bios.

Are you using Hardware Profiles?
Open System in Control Panel.
On the Hardware tab, click Hardware Profiles.
 
There is only one hardware profile named - Undocked Profile (Current).

The BIOS is also updated to the latest available. The boot order is HDD then CD
 
What would happen if you removed everything USB from the Device Manager, rebooted, and let Windows rediscover all your USB ports and equipment?

Is the Bios set to use Safe Defaults?
