USB causing boot up lockup

I have a friend who purchased a new Lexmark printer/scanner that is using USB. He has a five year old Gateway that is running Windows 98 SE. The printer/scanner work fine. But the machine will not even start POST if the USB cable is plugged into the printer. Unplug the cable and the PC will start, but if you plug in the cable during POST, it will stop. Lexmark says that it might be the mother board may have a grounding problem. Has anyone else seen this problem?
 
I've seen grounding problems with motherboards when the red fiber washers [that come with the cases] are used on the motherboards. If a screw hole is silver-colored/solder-colored it is part of the grounding circuits and probably should not have the washer.
 
Do other USB devices work okay on that system? Does the documentation for the new printer mention operating system compatibility?

This is his first USB device, so I don't know if any thing else will work. I am not sure about what OS's the printer will work with. The printer/scanner does work if you plug it in after the computer is up and running.
 
You might want to try posting all this information in the Windows 98 forum. There might be some experts in there who are more familiar with 98's behavior with USB devices. All I know is that Windows 2000 deals with USB better than 98 does.

It's really not an OS issue. The machine will not start POST if the USB cab;e is plugged into the printer.
