Urgent: Setting internal Time Server

I am trying to specify an internal Time Server that is not a DC. This is for a demo of an IP phone system and the IP phones are getting the wrong time. I have tried using NET TIME \\SERVERNAME /SETSNTP:SERVERNAME to try and point it to itself, but when i type in NET TIME, I get the message no time servers available. This is a demo network, not connected to the outside world.... Thanks,

OK, I got it. For future reference, if you ever need to set a machine that is not a DC to be an authoritative time server you must edit the registry. Start-> Run-> Regedit.
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\W32Time\Parameters. Edit the LocalNTP Key to REG_DWORD 1. It is 0 by default which means, start ntp server service only if this is a DC... Thanks,
