urgent! local host vs IP

Hi,

Can anyone tell why i can access a site by localhost but am not able to do using IP. its was working fine earlier but after installing weblogic on the same m/c something has gone wrong in the settings.
http:\\localhost:81\Application\login.jsp is fine.
but http:\\202.254.137.56:81\Application\login.jsp says pays cant be displayed.
