urgent... can not register the craxdrt.dll

computer with windows 95 (4.00950 B)

i create setup program with package and deploy wizard)
and
when it try to register the craxdrt.dll get the error:

LoadLibrary("craxdrt.dll&quot failed.
GetLastError returns 0x00000485

somebody can help me with this error,

please i am frustrated-??????
