Provision is a paid tool that basically does that for any release of anything Avaya.
Or, System Manager can have you upload users by spreadsheet. It also administers various other Avaya systems - so by uploading the right spreadsheet, System Manager can create various accounts and profiles across the suite of Avaya Aura products. You can run it in VMWare, probably without a license for what it is you're trying to do and give it a shot.
