Upgrading to Windows 2003 AD from Windows 2000 forest

Hi,

Background details.
my forest is Windows 2000 with 3 domain
i need to upgrade 1 of the domain to windows 2003 AD.
I did a forest prep and a domain prep in target domain but still the ADUC shows my domain and forest is still 2000.
There other 2 domain is windows 2000 mixed mode with windows 98 client in it and another is non-existing/dummy domain. it is a empty domain without DC.

Please advise what can i check i have read the acticle on upgrading ad to 2003
