Upgrading runtime licenses for Crystal 9

With Crystal 9, runtime users are now required to enter a license key code for each user. Prior to this, the users just had a piece of paper with the code on it, nothing needed to be entered on the client. We have one user at each location that can access multiple pc's. How can we enter the license code so the user can log in to any pc and access runtime crystal? We only want the one user to access runtime (via their login), but we want them to be able to do it from any machine at their location. Can the license key code be entered on the server? or would this user need to buy a license for every machine they could possibly log into?
 
The runtime license is for client based applications, which means they are installed and run on the same PC. It sounds like you have a server based application which (I don't believe) has a runtime license.

Given that your application resides and is being executed on the server, the code would need to installed in this location.

The user is only using the client machine as a way in to the server to execute the application. This would qualify as the CD Server License which, with the RDC, is preset to a 5 Concurrent user.
