Yes if its a IP403 you must go to 1.99 first then 2.x as with a IP403 2.x must got to 2.99 before 3.x (you can find them in the manager folder)

upgrade docs will tell if its a IP403 they must do the x.99

if your going to stop at Rel 2, you might want to get them to the latest available, 2.1.(15) I heard was a real bad release, read the docs here about the latest available
