Upgrade SBS 4.5 to SMS 2003 Standard on new machine

Need Help! Using SBS 4.5 with exchange 5.5 (not using proxy, SQL, etc...), approx 22 users. Building new server with SBS 2003 Standard Edition OEM. I'm looking for the best method to migrate info to the new server. Is it possible to re-create user info (user names, passwords, and mailboxes) and "migrate" Exchange 5.5 information? I can bring over user files manually. What is this best method of "migration" for my situation?

Thanks for the input, I read through this. I was wondering if I could get around this migration since my user count was so small. I would like to build a "clone" machine (same domain and name) with SBS 2003 and import the mailbox data. I can re-create the users in minutes and drag over shared files/folders. If needed, I can actually plug in the harddrive from the old server to the new server to transfer files.

I have a new server with Windows Small Business Server 2003 Standard Edition, old server Wwith indows Small Business 4.5. I installed software on the new server on different a domain. I can access client computers on old domain. Yesterday I could access the "old server" on the "old domain". Today I am attempting to access the old server for Exchange migration. The problem is I cannot access the "old server" on the "old domain" anymore. Any ideas?
