upgrade R6.1 to R7.0 help

What system and how old is it?
In all cases you need a license except for an IP500v2 that is not running longer then 90 days.
You can check it by actually doing the upgrade.
It will come up with required license and licensed
When it shows 255 for licensed then you can upgrade without a license.
When it shows 3 then you need a license to upgrade to 7.0
