upgrade BCMS Vu ver1 to 2

If you are upgrading from R2V1 to the R2V3 then the key will work.
If you are upgrading from R1v6, then the R2V3 package upgrade should include a key.
BCMSvu also becomes a Client/server application from R1 to R2 upgrades.
R2 versions are all Client/server versions.
