Unwanted margins in IE 5 / Mac

In a fixed size popup window I'm getting unwanted margins all around in IE 5 / Mac OS9 and X. Any idea what's the problem? The page is a frameset and I believe I have all the neccessary code in there to prevent margins. Still no go.

press Ctrl+J and set all the margins to 0 (in dreamweaver)
