Unreachable message from ISP

I am calling a mobile number that is switch off/unreachable and I can here a ring twice and then disconnect without receiving unreachable message from ISP. Because of this, we don't know if the call reaches its destination or not.

Is there anyone experience this?

Model: Avaya IP office 500 v2. trunk type: SIP
