Unlocked cells still protected...

Hi there, I am in Excel 2000. I want some cells to be protected but not all. So I locked the ones I wanted to be protected and unlocked the others, and then protected the sheet, yet there are still things I can't do to the unlocked cells. i.e. I can't shade them or change formatting. I can only edit and delete contents. Is there a way to make it so I can truly unprotect certain cells while leaving my other cells protected?

Is the workbook a shared workbook.

A shared workbook does much the same as you describe. Removing the workbok sharing should make the 'protection' behave much better.
