unicode chinese

Hi,

user interface of our software needs to be in english and chinese (PRC). I looked for some help on the borland support center webpage and I found to do the following:
Control panels, regional options, advanced: language to use for non-unicode programs -> chinese PRC.

this works well on a computer for which regional options ( for , . valuta) are set at english (united kingdom). the characters are nicely displayed on my computer.

However, once the regional options ( for , . valuta) are set on chinese, the characters become Mojibake.

why is this happening? Chinese people put their regional options on chinese of course!
