uncontrollable scrolling

This is really more of a laptop issue, but I didn't see a forum for that. Anyway, I have several users who are experiencing random occurences of uncontrollable scrolling. It does not appear to be specific to any one program, they will be fine one second and the next the cursor starts scrolling down at top speed with no way to stop other than restart, or unplug mouse and click the laptops mouse pad to scroll once then plug the mous back in. My first fix was to replace the mouse, but i've done that numerous times with numerous users and the problem keeps comming back. Any one know how to prevent this?
 
Find the correct mouse driver, then go into Control Panel and delete any duplicate mouse devices that you have. Then, re-boot, and the mouse should be discovered. Just tell it that you "Have Disk" and point it to where the files are stored.

I have seen a similar issue on some computers where the cursor would randomly jump all over the screen and simulate mouse clicks, making it impossible to control the computer.

Six identical computers were cloned from one image and all worked. We later removed a video capture card from two of them, which caused the cursor problem to appear. Unfortunately, reinstalling the cards did not help. Windows was trashed to the point we had to put the card back in and restore the earlier drive image.

So my question, could there be some drivers running (unrelated to the mouse) that could cause a problem if it's related hardware is not installed?
