Unable to view public folders - 1 user account

Outlook 2003

All users have public folders listed when browsing via folder list view. There is one mailbox that does not have it. Does not have access to recipients or GAL either. No settings or permissions are different from any other user. Have not been able to find any significant event log messages that might reference this.

What is the error message, if any?

Can the user access the folders using OWA?
