Unable to run CUPS from 98 workstation

Is this a Samba config problem? I copy/delete files daily to the server. Also print thru the server using CUPS.

But when I need to change settings on printers I cannot access CUPS with htt://localhost:631/. Instead I have to use the server console with Mozilla.

I already flushed the iptables, pinged the server, turned off the firewall on the win98 machine, and still cannot access CUPS.
