Unable to Receive messages (Only Can Send)

I am currently unable to receive messages. Only Send.

I can send and receive inside my domain, however outside the domain, I can only recieve.

I know SMTP is used to send files, but what protocol is used to receive?

Not sure where to start.

Can anybody provide some assistance.
