Unable to logon to admin account in xp home.

1st I'll explain the layout, I have a dsl modem/router connected to a central server running xp pro, email server, and apache, which connects to a multiport switch which in turn each port of the switch terminates at network sockets throughout the house, with towers, desktops, and/or laptops connected to them, the network is fine, the problem is not with the network, but with something else, I'll explain this further.

My stepson (17), bought a laptop from one of his friends, and after I insisted to check that it wasn't stolen, and to run an antivirus on it before connecting it to the network, he connected it to the house network, but after a few days, I checked my network monitoring logs, and found he was downloading xxx porn, so one day when he was out, I powered up his laptop, and used ctrl-alt-delx2 to access the admin account, (as he had setup his account on the laptop with a password), but I couldn't login, there was no password for the admin account, but windows xp home displayed 'Unable to login due to account restrictions' so I had to enter safe mode, and successfully logged in as administrator, but I couldn't access his folders, I searched for the 'Local Users and groups' in the control panel->performance and maintenance->administrative tools but it wasn't there, so I had to remove his password from within safe mode, then login to his account normally.

I had to do this to find out the type of porn he was downloading.

Is there a way to allow the admin account full access using the ctrl-alt-delx2 and typing 'administrator' as the user name, without windows saying the admin account is restricted?
 
I thought that you could log onto XP Home's Administrator account with Ctrl+Alt+Delx2, but that's not the way This reads. So I tested it, and you do have to use safe mode with XP home.
