Unable to log on to Terminal Server

Windows server 2008R2 Terminal server

Newly created users are unable to log in, I get the following error message: The User profile Service failed the logon. User profile cannot be loaded.

Older user can log in without any trouble this only affect new users (any users that has already logged in can still do so). I have tried resetting Default user folder permission, i have also tried copying the Default folder from another working Windows server 2008 R2. I have looked into the Registry Profile List, no duplicate or .bak profiles. I have also tried logging on directly on the server, without any success (again only with newly created users, older users work fine).

The newly created users can log on to any other workstation on the domain the only affected machine is the Terminal Server (windows server 2008R2).

It is a domain with 2 working DC's, no other server or workstation is affected by that issue.
 
Did you mess with where user profiles are created? When the user tries to logon is a registry key created for them under HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList?
