Unable to Drag Desktop Shortscuts 1

Hello all.

I have recently re-installed Windows 98 SE for one of my users. Now she cannot drag shortcuts to different locations on her desktop.

I have selected "users may customize their own desktop and startup programs" under Passwords in Conrol Panel, but still no go.

Any ideas on what is preventing her from doing this?

Howdy:

Right click anywhere on the desktop and select "Arrange Icons by".. make sure nothing is checked especially "auto arrange"..
