unable to close IE using X or ALT F4

I have a user who is unable to close IE by clicking the X at the top right. The only way he can close is the 3 finger salute. He can close other applications only IE is giving the problem. He's running W98 and IE 5.0. Any suggestions??

I would recommend installing IE6.0 and uninstalling 5.0.
Problem seems to be contained within IE.
