Unable to change Users passwords at logon

hey ppl! I need for the users to change their passwords once a month but they're getting the 'You do not have permission to change your password' error message
In their accounts properties, I have User must change password at next logon cheched on and everything else checked off. They do get notified the next time they try to logon to change their password, and they type their new password but then they get the error message There has to be some kind of policy restriction either at the Domain or OU level. I'm not sure. Hopefully someone out there has an answer for me

Has the domain controller been rebuilt or crashed since when the users have been created? This was the case for me. Same error that you have. The computer that were still looking for the old DC which was renamed.

We recently upgraded our PDC from NT Server to Win 2000 Advanced server. When a new user was added under Windows 2000 and they try to change their password it reads , "you do not have permission to change password" We have tried everything that Microsoft has suggested, including adding the "Everyone" group to the users account and checking off the "change password" box.

Andive make sure that the everyone group has the change password right at the ou, site and domain level not just the user account. You can check the inheritable permissions box on the site, ou, and user account just be sure the everyone group has the change password permission at the domain level. This right must be on all levels (domain,site,ou,user account)
