unable to call international numbers

We have a user who has COR=0 which permits international calls. But they are unable to call international numbers.

what should i look for?

list trace st xxxx to see what error you are getting and let us know.

Is the call going over a PRI? If so try deleting the 011. The telcos have started to use the D-Channel INTL flag and are inserting the 011. Do a Trace and see if the setup digits are 011011 followed by the intl number. If this is what you see delete 3 in the international route. Example:
