Unable to boot in a Normal Mode only VGA Mode

I have a Widows NT 4.0 Web Server SP 6. I am unable to boot the server in a Normal Mode the Server only boots up in a VGA mode Example: When the server boots up and It come to the boot loader like:
Windows NT 4.0 Server
Windows NT 4.0 Server VGA

I went to display and change the resolution to 16 bit color and saved it but when I boot up again in a normal mode I cant see anything on the screen as if I have increased the resolution on the screen. What I noticed is that on the display setting the refresh frequency rate is missing like 60HZ, 70HZ, 72HZ but Instead it say default sever setup something like this.Could someone give me a solution to this problem. Thanks
 
The oder of booting is held in a hidden read only file in c:\boot.ini
 
You could try reinstalling your graphics card driver.
 
I did reinstall the graphic card driver but its still the same. I cannot boot in a normal mode if I boot in a normal mode I am unable to see anything on the screen it sets up in a very high resolution and when I change the resolution in a VGA mode and try to boot again in a normal mode its still the same.
 
Install a standard VGA graphics card driver from VGA mode then check the web and download the latest driver for the card and re-install..
 
Yes I thing this is the best thing to do to Install another VGA Card. Thanks
