Unable to access folder location

I get this message when I try to open other users mailboxes in my outlook2k3.

I have all the highest admin righs on all the exchange server componantes.

I can even see that I have access to the users mailbox by checking his exchange rights.

However when I try to access it in my outlook I get: "Unable to display the folder. Microsoft Office Outlook could not access the specified folder location.
 
What version of Exchange are you running on the server side?

It seems to be the problem....Now I wonder why did they set it like this??

Prior to this security change, domain admins could view everyone's mail. A lot of companies weren't thrilled about this.
