If you have dot net, you might have visio for enterprise architects as well. It can draw UML diagrams and generate (dot net) sourcecode from it. My first impression was not that good, but it is usable.
There are a lot of free UML modeling tools out there. One that I know of which has made quite an impression to me is the Objecteering/UML tool. One of their packages is freely downloadable. If I remember correctly I think it is the Personal Edition one. It is just a UML modeler and does not include a code generation tool for C++ or Java.
