Two Switches Two Subnets 1

Tell me if there is something wrong with this picture. I'm having traffic problems (slow browsing and saving, some users not others having problems, problem not confined to one subnet)

I have two switches (one 20 port one 40). They're hooked up to each other with a patch cable. 50 or so users and printers scattered over both subnets.

I have a Novell server (IP Only, runs DHCP, Print and File Server, Internal Mail processing through MS Mail 95) and a Windows Server (running Terminal Server only). They both have two NICS running two each switch.

I've inherited this environment and I'd like to fix it as fast as possible. I also have a Netgear Router that came with my business class broadband connection, probably has 5-8 ports.

How can I optimize this situation?
 
Start at the lowest common denominator:
PC: s/w patches and nic drivers.Nic settings
Switches: Poet settings-speed and handshaking(Auto;full duplex,.........etc).
Printers: nic: f/w updates settings(speed/handshaking).
Servers: s/w patches
applications: patches
nics: patches/settings

Percieved speed of a pc/application can be misleading.
Using tools to obtain a baseline is much more desireable.
