Turn on "drag and drop" in Windows XP 1

Even after working through all the tips in the Closed Thread 723934, I can't find a solution to my PC's refusal to drag and drop files to the Dustbin or to another map. Logitech's Mouse can do the job on any other pc, other mice can't do it on mine.
With cut and paste I can do the same but that is a lot more work.

Make the swap of Mice a permanent thing.

This talks about dragging problems seen with SP3, are you at that ServicePack level?

Drag and Drop stoped working after SP3 install.
