Turn firewall permantley before dumping image

Hello I have been going crazy trying to get to windows XP to stay off when dumping an image. When I rejoin the domain or not even rejoin the domain the firewall is back on.

does any know how of a sure way to keep this thing to off?

I have tried:
Windows Registry Editor Version 5.00

HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\WindowsFirewall\DomainProfile\EnableFirewall=0 (DWORD data type)

HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\WindowsFirewall\StandardProfile\EnableFirewall=0 (DWORD data type)

Also tried:

netsh.exe firewall set opmode=disable profile=all

sc.exe config SharedAccess start=disabled
 
how about disabling the firewall service, or even deleting the service (under HKEY_LOCAL_MACHINE/SYSTEM/CurrentControlSet/Services, delete selected service)?

What service is the firewwall?

netsh.exe or
sc.exe or neither?

I read this: Do not disable the firewall service
Do not disable the firewall service, unless you have a very good reason to do so. For example, without the firewall service running, the computer browser service will not work properly.
