TS not handing out licenses

Last week I activated my 2003 terminal server and installed 20 per user CALs, today nobody can logon to the TS because it wont issue the licenses. When I look in the licensing manager it shows 20 CALs installed and 26 temporary licenses. Am I missing something here?

Terminal Server License server should not be the terminal server.
I fell for that.
Still working on the uninstall/migrate to another server.
