TS for Remote Admin wont load correctly after reboot

I have had this problem with a couple of different servers. When I reboot the server I can't connect via Remote Desktop. If I run netstat -ano and kill the process listening on 3389 and run the service start command for TS I can connect fine, until I have to reboot that is. Has anyone ever had a similar problem or have a possible solution?
