Try to update but I get this error 0x800C0005 Help me(on my knees)

A lot of sites aren't loading for me, when ever I try to log in to bank of America or to buy something off eBay. its says

Some sites require 128-bit connection security. Click the Help menu and then click About Internet Explorer to determine what strength security you have installed.
If you are trying to reach a secure site, make sure your Security settings can support it. Click the Tools menu, and then click Internet Options. On the Advanced tab, scroll to the Security section and check settings for SSL 2.0, SSL 3.0, TLS 1.0, PCT 1.0.


Heres the thing I have 128-bit thingy(yeah I'm not much of a computer person)but I don't have the TLS 1.0, PCT 1.0.. So I figured I would just try and update my computer off of Microsoft's web sit but when ever I tried to scan it gave me the 0x800C0005 error. I look up that number under Microsoft's help site and it doesn't have anything for windows 98. So what do I do? How do I get my computer to update and will that fix the security problem with web sites?
