Trunks out of services

I've noticed that when a Nostar tries to sieze a trunk, for example when a user selects a line, and the trunk is not connected or defective, it seems that the switch puts the trunk out of service and won't try to select it again for a while.

Does anyone have any details on what happens when the switch tries to sieze a trunk and fails. Does it stop using that trunk? If so, for how long and can you tell when it has a trunk out of service?

Loopstart, and I don't remember how many circuits were in use. I saw this a while back and I think I ran into it today, so I made a mental note to upgrade my knowledge is how it reacts to trunk problems.

Main cabinet or expansion? The Norstar/BCM product line is stupid when it comes to analog trunks. Meaning that it doesn't care if there is dial tone there or not. It will always go off-hook and will never busy out the trunk if it doesn't see any voltage on the line.

Main cabinet or expansion being the wiring diagram is different for each.
