Trunk, mode code, signaling or something else is causing my problem?

Here is my problem. I have two sites connected via IP trunks using qsig. The two switches share an Octel Aria 250. I have both switches to access the Octel via mode code.
Everything works fine except for thing. When someone calls that doesn't have ANI or caller ID on their line the call goes to my general system voicemail message as opposed to being dumped into the users mailbox. I can duplicate the problem by dialing *67 to mask my call number. When I do that I hear the general system message but when I dial normally I go to my mailbox.
I am not sure on what I missing. I have looked everywhere. IS there something that needs to be turned on somewhere that I am just can't see? The trunks I use to receive calls are ISDN-PRI and the sites are connected via H.323 IP trunks using Qsig. Any information regarding this would be most welcome.
 
Have you found a fix for this issue? I'm looking at the same problem...
 
I solved the problem by changing how unknown calls are handled. If it comes in unknown, it is assigned the main number of our corporate office. I did this by going into change isdn public-uknown-number. If you want more info feel free to email me at mbrown@financialengines.com
