TRUBKS GOING TO "INS-PINS-IDLE" WHY?

I have 6 t1.5 for commercial service. And one (1) T1.5, it seems once calls start coming in, will go to " INS-PINS-IDLE" condition. I've changed 3 DS1 TN464 F cards in the switch, no change...It started happening after we have a bad storm. The storm tripped a carrier, but not in the one where this card exist. Any idea's?
 
INS-PINS-IDLE = Inservice-pending in service -idle

If you have or can make a loop-back plug (for ISDN PRI loop blue to Orange on the RJ45)
Stick this into the PRI connection. The PRI should then sync up against itself OK, thus proving the problem to the carrier.
Better still borrow a Trend 30.

Well, I plugged in the T-BERD and emulated it as CSU...LEC looped CSU but was getting errors, many errors....Once the tech came to our location, they changed out a DDM2000 card and also the SMART JACK itself. It seems the errors cleared once the SMART JACK was changed....Thanks for your replays....
