Here's what USR had to say when I requested a driver for WInME & their Sportster 56K Voice Faxmodem:

Thank you for contacting U.S. Robotics Online Support.
currently none of our modem are supported in windows Me due to the fact that there has been some issues with Windows ME and any modem working correctly in that OS.

 
You can try one of the generic drivers and see how they work for you .
